Description of problem:
As postgres is started without TCP/IP enabled, the tools that connect to
the DB via TCP/IP will fail.

How reproducible:

Steps to Reproduce:
1. install rhdb
2. create a database with psql
2. launch pgaccess to have a graphical view of this DB


Actual Results:  pgaccess cannot connect to the DB.

Expected Results:  A tool referenced in the manual (Administrator and
User's Guide, Utilities Reference) should work out ouf the box.
