patch for rpm-spec-mode.el implementing UTC change log option

The attached patch adds the rpm-change-log-uses-utc user variable to rpm-spec-mode.  This can be e.g. set by a local variables section at the end of a .spec file:

# The following Emacs magic makes C-c C-e uses UTC dates.
# Local Variables:
# rpm-change-log-uses-utc: t
# End:
###

Or a user might set it by default.  The code change also makes it easy to use defadvice on rpm-change-log-date-string for personal customizations.

seems this causes problems when using non-English locale, see bug #505083 for newer version of the patch
