Description of problem:

With following simple cgconfig.conf any modprobe 
hangs forever and does not exit. Modprobe is quite often used in the 
initscripts, so the boot never ends  :( .

Reproducer:

$ echo "mount { cpu = /mnt/cgroups/cpu;} " >/etc/cgconfig.conf
$ service cgconfig restart
$ cat /proc/self/cgroup
4:cpu:/sysdefault

$ cat /mnt/cgroups/cpu/sysdefault/cpu.shares
1024

$ modprobe ext4
... never ends ...

kthreadd is parent of a rt workqueue created while inserting a module during stop_machine.

Workaround would be assign rt runtime to the default group.
