Description of problem:
rhnlib either needs to Require python-sgmlop or _internal_xmlrpclib.py needs to be removed.

How reproducible:
Always.

Steps to Reproduce:
1. # grep 'import sgmlop' /usr/lib/python2.3/site-packages/rhn/_internal_xmlrpclib.py
    import sgmlop
2. # rpm -q --whatrequires python-sgmlop
no package requires python-sgmlop

  
Actual results:
This file is here, but there is no requires for python-sgmlop in rhnlib.

Expected results:
Either:
rhnlib requires python-sgmlop
or
/usr/lib/python2.3/site-packages/rhn/_internal_xmlrpclib.py needs to be removed.

Additional info:
Found while working on:   Bug 492288 -  Package python-sgmlop is not Required by anything on Satellite 5.3.0, we might want to not ship it
