Description of problem:
system.config.listFiles() description says "Return the list of files in a given channel." when it is actually for listing all config files on a system irrespective of channels. 

Arguments that you pass to the api are serverId and listLocal boolean and NOT channellabel or id. There is a separate configchannel.listFiles API for that. 
I guess it was copied by mistake from configchannel.listFiles.

After looking more in detail it seems right as its returning files for local override configuration channel or sandbox configuration channel depending upon the argument provided. So closing bug.
