The hdf-devel package needs to Provides: hdf-static = %{name}-%{version}.

Also, I get the impression from the HDF configure script that it is able to build a shared library, but a shared library is not built.

Right you are.  Fixed in 4.2r4-2 in rawhide.  I'm not going to push a F-10 package just for this, but it is in CVS in case there is a later F-10 update.
