This module simply wraps MIME::Base64 and MIME::QuotedPrint so that you can

This package became one of Bugzilla's dependencies a few days ago.

This package already in Fedora and I see only new version of this package here. You should instead report bug against perl-Email-MIME-Encodings to update to latest upstream release.
