Description of problem: When there is a mapping of Issue Tracker groups to Bugzilla groups, partner/customer comments flow from IT to the Bugzilla without GSS having to manually forward them. Likewise, when a public comment is posted in Bugzilla with a corresponding Issue Tracker, the comment is made public in the IT without human intervention. However, when the Bugzilla is PUBLIC, none of this automation works. * If there is a public bugzilla linked to one or more issue trackers, a public comment in that bugzilla should automatically appear as public in the issue tracker. * Likewise, a partner/customer entered comment in an Issue Tracker linked with a PUBLIC bugzilla should be automatically forwarded to the bug as a PRIVATE comment. The reason for it being "private" in the bugzilla is that issue tracker groups are confidential and comments there must be treated that way in a public bugzilla. This will at least allow Red Hat to see such comments without a TAM having to manually intervene and push the comments to the bugzilla.
