rhn proxy traceback

Description of problem:
RHN proxy has temp directory in /var/spool/up2date and it hasn't rights to write there.

Version-Release number of selected component (if applicable):
rhn proxy 5.2 against hosted
RHEL48

How reproducible:
always

Steps to Reproduce:
1. install rhn proxy against hosted, I tried against rhn.webqa
2. standard webUI installation
3. start proxy
  
Actual results:
rhn proxy cannot write to its temp dir; traceback (log in attachment)

Expected results:
temp directory has rights only for root

Additional info:
ls -ld /var/spool/up2date/
drwxr-xr-x  2 root root 4096 Apr 27 06:03 /var/spool/up2date/

when I set rights to root:apache then It works as expected.
