More accurate charset conversion for satellite sync

The satsync code assumes all strings are latin-1. try converting them to utf-8 first.
From my limited tests this gives us better conversion of the strings, and thus they appear correctly on satellite side for more strings than just using latin-1. Make sure, however, that this is really a net positive.
As you may already be aware, Red Hat is transitioning from the Red Hat Network (RHN) hosted interface to the Red Hat Subscription Management (RHSM) interface in July 2017. Red Hat has invested in and seen success from RHN for many years, and used that experience to build more robust technologies like RHSM.
