Description of problem:
There was a recent change to show all organizations (except the default) on the two Subscriptions -> [Software|System] Entitlements pages. With that change, the message at the bottom of that page now reads a little odd since all but one organization are shown.

For instance, 2 organizations appear in the table but the bottom reads (taken from attached screenshot):

Organization Usage: 1 of 3 organizations (33%) have access to this entitlement

How reproducible:
Always

Steps to Reproduce:
1. Add at least one non-default organization.
2. View the software or system entitlements pages.

  
Actual results:
Notice only the added orgs appear in the table to edit entitlement counts but the usage message at the bottom mentions 1 more than is present in the table.


Expected results:
I'm a bit unsure. This looks ugly if the table and "out of" message don't agree, so I'm guessing we should fix the message.

Why aren't we showing the default org in the table? Do you know what bug # that was or more of the context around that change?

Bugs 437261 and 433660 were the two to update the entitlements tables.

As for why the default was removed, the logic was already in there to do so. The rationale as it came up in the chat room seemed to be that the default org isn't intended to be used for entitlements in this fashion, so it's not displayed.

if the default org is being special cased partially, then it should be special cased fully so i would remove it from the org count.

Navigation to Admin / Subscriptions / [Software Channel|System] Entitlements / <entitlement> / Organizations

The table of organizations excludes the default org.
The Organization Usage: 8 of 9 organizations (88%) have access to this entitlement.   (This calculation is correctly excluding the default org.)
