Description of problem:

private child channel are not available for the activation keys

Version-Release number of selected component (if applicable):

Satellite-5.3.0-RHEL5-re20090507.1-i386-embedded-oracle.iso
How reproducible:


Steps to Reproduce:
1.create a private channel with no parents
2.create a private child channel for the parent channel from above
3.create an activation key with the channel from step 1 as the base channel
4. select provisioning
5. navigate to child channels tab for the activation key

  
Actual results:

private child channels are not available to select as the child channel
