The current glibc from CVS seems ok. I don't think glibc
2.2.3-19 is fixed.

Remove your /usr/lib/gconv/gconv-modules.cache file.

2.2.3-19 doesn't create this file.

Yes, remove /usr/lib/gconv/gconv-modules.cache
does fix the problem.
