Support for querying the number of available FVEs for a given channel via the public xmlrpc api

new api called added:
channel.software.availableEntitlements(sessionKey, channelLabel, entitlementType)
This is identical to the other availableEntitlements call, except for the entitlementType param, which is either "physical" or "floating", depending on the type you care about. Raises a fault if an invalid entitlementType is given.
