sent a request to Sysadmins to insert the new external bugzilla wikimedia

mysql> insert into external_bugzilla (url, description, full_url, is_bz) values ('https://bugzilla.wikimedia.org/', 'Wikimedia','https://bugzilla.wikimedia.org/show_bug.cgi?id=%id%', 0);
