Description of problem:
If where is no settings for mc in ~, mc do not save settings

Version-Release number of selected component (if applicable):
mc-4.6.2-10.fc11.i586


How reproducible:
Always


Steps to Reproduce:
1. rm -rf ~/.mc
2. open mc
3. Change layout (Left - Listing mode - Brief file list)
4. Save settings manually (Options - Save setup). We see "Setup saved to ~/.mc/ini" message
5. Close mc
6. Open mc

Actual results:
The layout is initial - Listing mode is Full file list
  


Expected results:
Brief file list

Additional info:
In save settings procedure must be directory creation if directory not exist
