unable to start serviceconf in Russian locale

start serviceconf in Russian locale: LANG=ru_RU.koi8r serviceconf

Actual Results:

[root@p504 leon]# LANG=ru_RU.koi8r serviceconf
/etc/init.d/SERWISY [Errno 2] No such file or directory:
'/etc/init.d/\323\305\322\327\311\323\331'

Expected Results:

successfull start

This defect is considered SHOULD-FIX for Fairfax.

Should be fixed in 0.6.3-1.
