Description of problem:
The error message states the a non-existent user already exists is you try and
add a new user with a uid already in use.

Users in DB:

1. add a new user and assign a valid uidNumber
2. try to add another user with different name but same uidNumber
Actual results:
The user user1008 already exists

Expected results:
Error message stating that the UID Number is already in use
