It keeps happening because our build system makes it hard to build chains of dependencies in stable releases.

this bug is applicable to 32 bit systems too, after a system update. (yum update)

Since it is updates of gnome-bluetooth-libs that cause the problems,
not that gnome-phone-manager is dependent on it, I will reassign
this bug to gnome-bluetooth-libs.

What could I as maintainer of gnome-phone-manager do? Develop
clairvoyance so I know in advance when the library is updated?

I could delegate the ability to build gnome-phone-manager to
the gnome-bluetooth-libs packager, which I have incidentally
already done.

For what I can tell, if Bastien says it's hard to have dependency
chains in updates, that's what the state of the system is.
Perhaps you can file a bug on Bodhi and make this bug depend
on that bug :-P

The update system is a PITA to work with when dependencies need to be rebuilt. The last update of gnome-phone-manager never made it to stable because "make update" killed all the packages in the build, and the updated gnome-phone-manager ended up in the trash-can tag.

So, is that new build in comment #6 going anywhere?  It's over 36 hours and it hasn't shown up in updates or updates-testing, and thus the problem still remains.
