Description of problem:

In Fedora, the state ASSIGNED is used for triaging and means that no further triaging needs to be done. This is true for several types of bugs that are reported either automatically or manually. These types include:

- fails to build from source bugs (filed by ftbfs@fpo)
- upstream release monitoring bugs (filed by upstream-release-monitoring@fpo)
- bugs because of packaging bugs

Currently it is not possible to directly create bugs in the ASSIGNED state, so the automatically filed bugs are changed from NEW to ASSIGNED in a second request right after the bug creation. I guess in the manual case most people do not care to change the state after reporting it, because it is additional work.
Therefore please allow to create bugs directly in the ASSIGNED state for privileged accounts.
