I've fixed the backtrace, but I'm curious about this:

In what way wouldn't it allow you to set up a printer as a non-root user?

After clickin ok, on attached window.

Wne throught the setp process, installed printer & drivers.
tweaked settings
Then would not apply on final "apply"
You do not have permission.

I see -- you are logging in remotely I think.

You can configure polkit to allow this, although it is currently quite tricky to get right.  You need to create a file /var/lib/polkit-1/localauthority/50-local.d/10-printing.pkla:

Identity=unix-user:frank
Action=org.opensuse.cupspkhelper.mechanism.*
ResultAny=yes
ResultInactive=yes
ResultActive=yes

Yep, a network printer connected by Ethernet to the router.

system-config-printer-1.1.13-3.fc11 has been pushed to the Fedora 11 stable repository.  If problems still persist, please make note of it in this bug report.
