The standard solution is to have two man pages - one for the tool and one for the configuration file. Probably the less time consuming solution is to create a man page logrotate.conf.5 as a link to logrotate.8 man-page: put ".so man8/logrotate.8" to logrotate.conf.5 man page. There is a mention about logrotate man page in the config file and it seems to contains description itself, so the link seems sufficient for me.
