Fedora's kcm-gtk uses .gtkrc-2.0-kde4 by default. It doesn't work but it works after renaming it to .gtkrc-2.0 ---> Could it be made to use that file by default?

Rats.  maybe a combination of this + adding an env fragment to /etc/kde/env/ will do the trick.

kcm-gtk-0.5.3-1.fc11 has been pushed to the Fedora 11 stable repository.  If problems still persist, please make note of it in this bug report.
