Could you try this agains policycoreutils-2.0.74-10.fc12.x86_64 in koji?
I can not I do not have a 64bit capable machine
ehh I do not have one running Fedora 12 that is my laptop is the only machine here capable of 64bit and it is my work machine so i can not mess with the OS

Any chance you don't have the /etc/selinux/targeted dirctory? Is selinux-policy-targeted package installed?
