The idea here is to leverage the existing ResourceGroup entity to act  as a backing group for the Resource Cluster when necessary.  The RC backing group will not generally be visible as a standard compatible group, so a visibility flag will be added. Additionally, we need to be able to store the RC key and the root cluster resource group for which the RC is a descendant.

r2152 adds initial db support (schema 2.31) and entity changes.

My work here is done. Greg picked this up from where I left off now that his cluster left nav stuff is under way.
