allow installer to create user/database

the installer should provide a page that let's you create a user and database in an already installed database
for example, suppose user simply installed postgres using the default postgres installer. Given the postgres admin username/password, our installer should be able to create the rhq user and its rhq database.
Oracle users should be able to give us the sys username/password and with that the installer should be able to create the rhq schema.
oracle DDL is:
CREATE USER rhq IDENTIFIED BY rhqpassword;
GRANT connect, resource TO rhq;
postgres DDL is:
CREATE ROLE rhq LOGIN
ENCRYPTED PASSWORD 'rhqpassword'
NOSUPERUSER NOINHERIT CREATEDB NOCREATEROLE;
CREATE DATABASE rhq
WITH OWNER = rhq
ENCODING = 'SQL_ASCII'
TABLESPACE = pg_default;
