How to reproduce
-----
1. uninstall packagekit
2. attempt to add HP printer without the hplip drivers

I think this is not a bug but feature.

The gnome-packagekit dependency was removed in 1.1.8-7 with note:
"The presence of gpk-install-package-name is detected at run-time, and the program	acts accordingly."
(see http://cvs.fedoraproject.org/viewvc/rpms/system-config-printer/F-12/system-config-printer.spec?r1=1.270&r2=1.271)

Maybe the RuntimeError message should contain note about gnome-packagekit, like:
"No gpk-install-package-name program available (install gnome-packagekit package)"

Oh, actually my intention for "act accordingly" was just not to try to install any packages.  Fixed upstream (b6eaefa).
