Retire the lpg-java-compat package when all upstream projects using are moved over to LPG 2.0.x

Just FYI eclipse-cdt requires lpg-java-compat also.

This bug appears to have been reported against 'rawhide' during the Fedora 13 development cycle.
Changing version to '13'.
