Description of problem:
If a user creates a High Availability cluster and registers an RHQ Agent to a 'slave' RHQ server, all metrics for the agent will report as being unavailable, and messages such as the following one will appear repeatedly in the slave's rhq-server-log4j.log logfile:

2009-12-18 12:25:13,694 WARN  [org.quartz.impl.jdbcjobstore.JobStoreCMT] This scheduler instance (10-16-120-150.guest.rhq.lab.eng.bos.redhat.com1260989381121) is still active but was recovered by another instance in the cluster.  This may cause inconsistent behavior.

Steps to Reproduce:
1. Create an HA cluster with at least one master and one slave server
2. Register an agent to the slave server
  
Actual results:
All metrics report as being unavailable

Metrics report as being available
