Also have this bug. I used # restorecon -R -v /var/lib but had later on at restart of ndiswrapper wlan and complete network (wired) failed to start. After several renames and reboots got it working again. But I still have this bug with network manager.
Did you have to relabel the /var/lib/NetworkManager directory again?
Does ndiswrapper remove and recreate this directory?
