creates php and java supbackages

Description of problem:
currently the java, php, python, ruby, etc. apis are sort of installed into /usr/share/doc. it'd be nice to get them into official subpackages and proper FHS paths.

Additional info:
patch to spec that creates php and java supbackages attached.

I will have a look at this and bug 566792 . I was waiting for the next release of sphinx, as the current beta does not build without a patch.

this bug is fixed in rawhide. version 0.9.9-4
