Patch to spec file for emacs add-on packaging

Description of problem:
Attached is a patch to bring the git package into compliance with the emacs add-on packaging guidelines. Could you apply it, or something similar. It;d be nice to apply it to the -13 branch as well, if possible. Thanks.

Jonathan,

Apologies for taking so long to look at this patch. Do you know whether any of the emacs changes made it into EL-6? If possible, I'd like to ensure that the spec file conditionals do the right thing for anyone rebuilding on RHEL/CentOS.

(Git is now included in RHEL6, so getting something which they could slurp up would be nice.)
