We need to determine the most appropriate place for the strata client to look to get the value to use in this header.  I suspect the place to look is the appropriate 'locale' environment variable, but don't know this for sure.  I also suspect that the strata client should do whatever the Gnome Desktop applications do to determine the language to use, or perhaps whatever firefox does.

Once the appropriate value is determined, actually setting it in the strata client is trivial.

This bug appears to have been reported against 'rawhide' during the Fedora 14 development cycle.
Changing version to '14'.
