Description of problem:
- digiKam's (and kipi plugin's) handbooks are not available in F13

Version-Release number of selected component (if applicable):
digikam-1.1.0-2.fc13.i686


How reproducible:
100%

Steps to Reproduce:
1. try to open the handbook via "Help / DigiKam Handbook" or via F1
  
Actual results:
- kde help center opens with error message:
"The file or folder help:/digikam/index.html does not exist."

Expected results:
- digikam's handbook should open

Additional info:
- the same problem happens for "Help / Kipi Plugins Handbook"

It looks like that the digikam-doc packages got EOL after F12. However, since upstream has still included the handbook menu entries, I hope that there is still an option to provide the documentation even for the newest digikam release.

Turns out digikam upstream simply doesn't provide an updated handbook (yet).
