Description of problem:
When two users access a repository using pserver and issue checkout commands,
till all the files for the user who first issued the command have been checked
out, the second user command hangs.

How reproducible:
Always

Steps to Reproduce:
1. Configure xinetd to start cvs as pserver
2. Configure a repository, preferably having around 100 MB data.
3. Login to the cvs repository as two seperate users in client server mode.
4. Issue cvs -d :pserver:user@machine:{repository} co module
	

Actual Results:  One of the users' checkout will hang till the already running
checkout is completed.

That's a CVS locking issue, not a xinetd problem (as long as the connection is
opened, xinetd has done its job).
