Description of problem: User will see 'Password too weak' message when attempt to update Preferences. This message is displayed even if the password is uppercase, lowercase, number and 9 digits

Steps to Reproduce:
1. Login to Issue Tracker
2. Go to Preferences - update address
3. Add 9 digit password
Actual results: Password too weak
Expected results: Should be able to update preferences without changing password
Additional info: Workaround is to go to https://access.redhat.com/issue-tracker/?module=prefs to update preferences. Or change your password.

User can now change password Customer Portal, no longer a bug.
