Description of problem: If whole-disk encryption is enabled during F12 install, then using preupgrade-cli to upgrade to F13 will fail. Presumably, this is because encryption was not detected. When booting into F13 install (as created by F12 preupgrade), I am not prompted for a whole-disk password, and F13 install is unable to find any Fedora installations.
