Description of problem:
rhts-* scripts are using localhost to access proxy. When name resolution does not work machine hangs.

beah-0.6.6-1

How reproducible:
100%

Steps to Reproduce:
1. run a job with /tools/glibc/Sanity/nss-sanity included - e.g. TT apps-and-tools-tt1
  
Actual results:
job killed with EWD

Expected results:
Test should Pass and go on

Additional info:
beakerlib uses phases setup and clean-up. Clean-up to restore network never runs, as things hangs. Using 127.0.0.1 instead of localhost seems safer option.
