Description of problem:

report-plugin-ftp and report-config-ftp packages moved to 'optional' repository, while other plugins including scp are still in the main repository. According to report developer Gavin, ftp packages should not be moved to optional.

report-plugin-ftp-0.18-2.el6.x86_64

Steps to Reproduce:
1. Ask yum:
   yum info report-plugin-ftp
   yum info report-config-ftp
  
Actual results:

Both packages in optional repository

Expected results:

Both packages in main repository
