The NetworkManager-devel package has a hard dependency on the NetworkManager package, but it doesn't seem to actually need it installed.

Actually Fedora packaging guidelines state that devel packages should require the base package using a fully-versioned Requires:

"Requiring Base Package"
http://fedoraproject.org/wiki/PackagingGuidelines#Devel_Packages

"Devel packages must require the base package using a fully versioned dependency: Requires: %{name} = %{version}-%{release}. Usually, subpackages other than -devel should also require the base package using a fully versioned dependency. "
