The %install section does not allow building perl-DateManip-5.40-12.src.rpm
without root privileges.

The error is in installing the man page.  Patch to spec file will follow.

Oops, sorry, my perl install must have been blasted by CPAN, the redhat perl rpm
has appears to have MakeMaker modified to do the right thing with PREFIX and
installman.
