Description of problem:
Command 'rpm -i --excludedocs cronie' shouldn't install man pages, but it does. Is it bug in man page of rpm or something else is terribly wrong?

Version-Release number of selected component (if applicable):
rpm-4.8.1-2.fc13.x86_64

How reproducible:
rpm -i --excludedocs cronie
rpm -ql cronie | grep man

Steps to Reproduce:

Actual results:
man pages are installed.

Expected results:
man pages are not installed.

Check whether the files are installed on disk.

rpm -ql only checks the rpmdb.
