Description of problem:

For systems without cpuscaling support, v7 shows the following error message during test planning:

Error: cpu 0 has no cpufreq directory /sys/devices/system/cpu/cpu0/cpufreq

reproduced in v7-1.2-14 and verified in v7-1.2-23.
