Description of problem:
We need a better description in the README.FIPS file about the error states that openssl can go into. Customers want to know what are the effects of powerup self test failure and how can this be detected so that they know what the reason is. What troubleshooting options do they have? Also, they want to know what continuous self tests are performed, what the effects are, how do you get out of that, and what are the visible indications to the user/admin.
