Description of problem:
 Currently we have hardware that is "flaky". It could be a Dell, HP, IBM, generic system. A lot of them get into a bizarre state every once in a while.

 This request is for systems that failed to power on. It is in the history of a host if power failed. If we could keep track of that failure status in the database. Then if it does it 3 times in a row then mark it broken send an email to the rt queue. When the system is flipped back to Working reset the database counter to zero...... Or something like that.
