Description of problem:

"policycoreutils" package includes restorecond, which depends on dbus-glib.  This is unfortunate since it expands the self-BuildRequires set.

(Also, in the future if we want to make it easy for system administrators to remove unused daemons, having this in the main policycoreutils package is more problematic).

Separate restorecond RPM.

In F12 and F13 I started using restorecond as a user dbus service to watch for file creation within the homedir. It is run by default at a gnome login.  It can still be run as a system service, but it is not as easy for the admin to remove.  I could put it in a separate package but I would want it in the default desktop install.
