This bug was created as a clone of a feature that was "Release_Required" in RHCS 8.1.

The implementation may differ slightly in Dogtag due to the move from "tomcat5" (RHCS 8.1) to "tomcat6" (Dogtag 9.0).

Additionally, this implementation needs to incorporate the changes decided upon for "Bugzilla Bug #689602 - Provide ability for admin to launch instances without Java Security Manager".
