This message is a reminder that Fedora 13 is nearing its end of life. Approximately 30 (thirty) days from now Fedora will stop maintaining and issuing updates for Fedora 13. I guess "hh" refers to wine's hh program which I again guess is capable of showing chm files. Don't know how it ended up in the "open with" menu (it doesn't for me if I install wine on F-14), but I don't think there's anything in shared-mime-info that could be done about this. Maybe wine?
Fedora 13 changed to end-of-life (EOL) status on 2011-06-25. Fedora 13 is no longer maintained, which means that it will not receive any further security or bug fix updates.
