I am unable to add a gdict applet to the panel using the right-click menu.
Ximian Gnome has it in the Network applets list IIRC. 

If I run gdict from the commandline, it appears as an applet. Unfortuntely it
disappears when I log out and log back in (despite saving my session).

This is fixed in GNOME 2 and we'll get the fix on upgrade to GNOME 2 in the next
release.
