powertop's goal is presumbly to reduce energy usage by making suggestions which have a lasting effect. When powertop first came out, the suggestions would always be accompanies by information on how to accomplish the same thing manually, so that a sysadmin could edit sysctl.conf or add the command to the startup scripts. With many of the newer suggestions this information is missing, meaning powertop has to be run manually and the gui used every time the computer is started. Maybe it would be nice to have the option to dump all enabled options to a file.

Thanks for your report. It is interesting idea / feature request that should be addressed upstream. I am going to forward it there soon or you can do it yourself through http://www.bughost.org/mailman/listinfo/power. After that this bug should be closed as CLOSED UPSTREAM.
In the current version of PowerTOP most of the suggestions (maybe all) includes command/action for manual reproducibility. Dump with suggestions can be created via powertop -d. But it is not directly usable in scripts thus I will forward the new option request.
